Study tour to Germany in the framework of the Vietnamese-German Cooperation

Key objectives: The aim was to improve the capacity of the Ministry of Labor, Invalids and Social Affairs (MoLISA) at the national and decentralized levels to formulate concrete policies and work out specific implementation steps on social security systems.

Evaplan offered:

  • Process and strategy advice for improved policy design in the area of basic social security and technical advice on the modernization of selected social transfers (especially for poor districts in selected provinces).
  • Policy advice at the national level combined with technical assistance for basic security interventions at the local level.
  • The Ministry’s research institute, ILSSA was supported with practical technical inputs, conducting of studies, process consulting, and training activities to develop an evidence-based overall approach to social protection system reform.

Project description: The project “Advice on Social Protection”, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), was working to improve capacities for the successful elaboration and implementation of a comprehensive system of basic social protection. The project was implemented by the partner authority, the Ministry of Labor, Invalids and Social Affairs (MoLISA) and the Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). To prevent new and reduce existing poverty, the Vietnamese government gives high priority to the development of social security systems. With Party Resolution No. 15 (PR15) on Social Policies, adopted in June 2012, the government emphasizes that social security will be given increasing importance in the coming years.

This involved an exchange tour of Vietnamese politicians and experts to Germany to explore Social Protection policies and approaches.
