Master Program in Social Protection

Key objectives:

  • Curriculum development, incl. learning objectives, content development and implementation
  • Developing a concept for program administration and management
  • Prepare for the institutionalization of the Master in Social Protection Program for further qualification in health financing and social protection in partner countries. It was a cooperation between Heidelberg University with two Asian universities in Vietnam and Indonesia.
  • Conception and implementation of support and accompanying measures for the sustainable establishment of the Master’s program in Social Protection under the objective of the project and the requirements of the Federal Ministry for Economic Cooperation and Development (BMZ).

Project description: The preparation of a Master in Social Protection Program is part of a GIZ’s long-standing continuing education program on “Building and supporting efficient and sustainably financed social security systems in Southeast Asia”. The preparation of the program is in cooperation with major European partners – the University of Greifswald, the Maastricht School of Governance and AOK International Consulting under the overall coordination of evaplan GmbH, Heidelberg University with two Asian universities in Vietnam and Indonesia. The preparation of this Master Program is based on previously conducted training activities since 2007, where 170 participants from Indonesia, Cambodia, the Philippines and Vietnam have been trained in the “International Leadership Training (ILT) in Social Protection” programme supported by GIZ and implemented by evaplan, as well as in the online course “Ageing Protection in Southeast Asia”.

The project was planned according to the GIZ management model Capacity WORKS. An important component of the accompanying measures is the structured and sustainable cooperation with important partner institutions in the region.
